No dia 14 de Setembro de 2021 foi criada a Comissão de Transição da Autoridade Nacional da Aviação Civil (ANAC), que vem substituir o Instituto Nacional da Aviação Civil (INAVIC). Desde o ano passado, está a decorrer o processo de transferência de todo o acervo documental, equipamentos e recursos humanos do INAVIC para a ANAC. Basicamente, Angola deixa de ter um instituto da aviação e passa a contar, doravante, com uma autoridade da aviação independente do poder político.

Depois da aprovação da Lei n.º 28/21, de 25 de Outubro, Lei da Autoridade da Aviação Civil – ANAC, o ministro dos Transportes, Ricardo de Abreu, garantiu que, com a ANAC, o sector da aviação civil passa a assegurar a neutralidade, isenção e imparcialidade, relativamente aos interesses sectoriais, de modo a agir sem influências de factores externos, qualquer que seja a sua natureza, a fim de garantir o regular funcionamento e desenvolvimento equilibrado desse ramo.

"Deste modo, a ANAC passa a ter independência orgânica, pela qual o presidente e os membros do conselho da administração são designados por um mandato único de sete anos, podendo serem destituídos por justificativas legais, ausência de tutela e superintendência, em virtude da qual a sua actividade reguladora está sujeita somente a lei e ao controlo dos tribunais”, reforçou o ministro à imprensa.

A lei que aprova o Estatuto da Autoridade Nacional da Aviação Civil também permite a institucionalização, o reforço dos poderes de regulação, a fiscalização, a inspecção e o sancionatório, assim como a reestruturação do funcionamento e serviços que compõem a organização.

INAVIC gives way to ANAC to align the industry with international standards

The process of transitioning from INAVIC to ANAC is underway, promising to conform the local aviation industry to international regulations. Operators believe that this change represents a new era in the industry.

September 14, 2021, marks the creation of the committee for the transition of the National Institute of Civil Aviation (INAVIC) to the National Civil Aviation Authority (ANAC). The process of transferring all documental archive, equipment and human resources from INAVIC to ANAC is underway since last year. Basically, Angola no longer has an aviation institute. It now has an aviation authority independent from political power.

After the approval of Law 28/21, of October 25, Law of the Civil Aviation Authority - ANAC, Minister of Transport, Ricardo de Abreu, assured that ANAC will assure neutrality, impartiality and impartiality in matters of civil aviation, action without the influence of external factors, whatever their nature, and ensure the regular operation and balanced development of the sector.

“Thus, ANAC now has organic independence, whereby the president and members of the board of directors are appointed for a single term of seven years, and may be dismissed for legal reasons, absence of guardianship and superintendence. The authority’s regulatory activity is subject only to the Law and the control of the courts”, reinforced the minister speaking to the press.

The Law on the Statute of the National Civil Aviation Authority also allows institutionalization, strengthening of regulatory, supervisory, inspection and sanctioning powers, as well as the restructuring of the operations and services that make up the organization.
